About Us

Bella Mesa Metropolitan District, organized in 2004, serves a master-planned residential community in Castle Rock, CO, currently comprised of around 180 homes. The Bella Mesa Metropolitan District provides various services within its designated boundary, including infrastructure funding, development and maintenance, such as parks, water, sewer, and roads.

The district is currently installing a roundabout at the intersection of Mikelson Blvd. and West Michell Street to improve pedestrian safety and traffic flow. The district is also planning nature trails, overlooks and a nature park on the vacant property north and east of Mesa Middle School.

What is a Metro District?

Metropolitan Districts are local government entities approved by a city council or board of county commissioners to provide specific public infrastructure and/or services essential to a community’s health, safety, economy, and well-being. Metro districts are subject to state laws on taxation, services, and transparency. They are an effective public financing tool for creating affordable housing developments. Residents pay property taxes for both basic public services and enhanced amenities, ensuring growth is self-funded. Because infrastructure costs are financed locally for new projects, existing residents in adjacent communities are not taxed for newcomers’ impacts.
